When your order status is set to "Declined" it means that our fraud detection techniques have flagged your order as possible consumer fraud detected, investigation pending fraud report. 
We flag all orders that resemble fraud, and will prosecute to the fullest extent of the law when verified as fraud. Sometimes it's a false positive in our system, and we will work with you to get it resolved.
